Professor Matthew Groves

Matthew Groves is the Distinguished Deakin Professor of Law at Deakin University, Australia. He works in public law, including administrative law, human rights, comparative public law and military justice. He is a member of the Australian Academy of Law, and a member of the Commonwealth Administrative Review Council - established under the federal Administrative Review Tribunal Act 2024, with a mandate to advise government on the operation of Australia's federal administrative law and governance framework.

Prior to joining Deakin University, he was a professor in the law schools of La Trobe University and Monash University. His main area of work is administrative law, and he was editor of the leading journal of the field, the Australian Journal of Administrative Law, from 2016 to 2026. He is co-author of the leading student casebook (Creyke, Groves, McMillan and Smyth, Control of Government Action - Cases, Text and Commentary, 7th ed, LexisNexis, 2025) and of the leading scholarly book (Aronson, Groves and Weeks, Judicial Review of Administrative Action and Government Liability, 7th ed, Thomson Reuters, 2022).

He has edited twelve academic books, most recently Thomson, Groves and Weeks, Administrative Tribunals in the Common Law World (Hart Publishing, 2024) and Ng and Groves, Automation in Governance: Theory, Problems and Practice (Hart Publishing, 2025). He has also published many articles and book chapters in administrative law, human rights, religion in South Asia, military justice, prison law and comparative public law.
